The “Financial Oversight” session will cover six principles related to the board’s responsibilities in setting policies and procedures to ensure wise stewardship of charitable resources.


The Panel on the Nonprofit Sector, convened by Independent Sector and supported by BoardSource, developed “Principles for Good Governance and Ethical Practice” in 2007.  They identified 33 principles designed to guide board members and staff professionals of charitable organizations as they work to improve their own operations.  The San Antonio Area Foundation is presenting these 33 principles over four sessions to be held quarterly throughout the year.  The “Financial Oversight” session will cover six principles related to the board’s responsibilities in setting policies and procedures to ensure wise stewardship of charitable resources.

  • Financial Records
  • Annual Budget, Financial Performance and Investments
  • Loans to Directors, Officers or Trustees
  • Resource Allocation for Programs and Administration
  • Travel and Other Expense Policies
  • Expense Reimbursement for Nonbusiness Travel Companions

Who should take this class?

Board members, Executive Directors, professional staff and administrative staff who support Board members or meetings.

This workshop is included in our Nonprofit Management Certification series and fulfills three hours in the Nonprofit Governance competency area.

Meet our Presenter:



Pamela C. Smith
, Ph.D., is a Professor of Accounting at the University of Texas at San Antonio (UTSA).  She earned her BS in Commerce, with a concentration in Accounting from the University of Virginia, MS in Accounting and Ph.D. in accounting from Virginia Tech. She currently serves as the Associate Dean of Graduate Studies in the College of Business, where she oversees the masters and doctoral business programs.

Dr. Smith teaches Federal income tax at both the undergraduate and graduate level.  She also developed a graduate MBA course focusing on tax strategies in the nonprofit healthcare area.  Her research focuses on how tax policy impacts decision-making within the nonprofit healthcare field.  This area of research also investigates tax policy implications of cross-sector joint ventures within the healthcare area.  Dr. Smith has published numerous articles in tax and specialized healthcare journals, including, Accounting Horizons, the Journal of Public Budgeting, Accounting & Financial Management, the ATA Journal of Legal Tax Research, Financial Accountability & Management, Journal of Health Care Finance, and Research in Healthcare Financial Management.

Dr. Smith regularly volunteers in the San Antonio community, including the Boys & Girls Club, and formerly served on the Board of the Texas Bluebonnet Chapter of the Scleroderma Foundation.
